Former Phoenix mayor Phil Gordon says Arizona must work towards establishing a private/public partnership between American and Mexican businesses and governments to advocate for desalination plants that will help both countries’ economies. Gordon believes that the effort would build on the legacies of the Salt River Project and the Central Arizona Project by harnessing the state’s leadership and brain-power.
